a means of splitting responsibilities within an organization between those who buy goods or services and those who provide goods or services. For example, an area health authority (the purchaser) would establish contracts with local hospitals and general medical practices (the providers) for the supply of specific health services such as heart operations or influenza injections at specified prices.
