Enforcement Standards

How an organization chooses to enforce its rules or to adjudicate disputes. For example, suppose a government criminalizes tax fraud but not tax avoidance. In lieu of more specific rulings from the government, the tax collection agency may set its own rules as to the difference between the two. These rules are the agency's enforcement standards.
