Performance Indexed Reward
A government policy in which a private company is given a strong incentive to reach a stated goal. For example, a government may offer a reward of $1 billion to the company that develops affordable space travel. Performance indexed rewards are sometimes used in economic development, for instance to promote infrastructure or trade.
