Identical Reciprocity

A situation in which foreign companies are allowed to operate in a country, but are subject to the same restrictions as in their home countries. For example, suppose Country A does not allow widget companies to make whatsits, but Country B does. Under identical reciprocity, a widget company based in Country A can open a factory in Country B, but still would not be permitted to make whatsits.
