Council of the European Union

the organization which arranges periodic meetings of ministers from the national governments of member states of the EUROPEAN UNION. Its role is to set political objectives for the European Union, coordinate national policies and resolve any differences between member states.

I have always been in favour of a European senate: a permanent parliamentary institution a bit like the German Bundesrat, which would vote by delegation and represent the interests of each country, guarantee subsidiarity and reflect the involvement of the national parliaments in the EU legislative process.
In 1713, another Catholic Frenchman, Charles-Irenee Castel, abbe de Saint-Pierre, published his "Project for Perpetual Peace in Europe." There would be a European senate, a European army, and the larger member states would have equal voting rights.
While the motion to make COSAC into an institution', an idea closely resembling the proposal repeatedly put forward in France to create a European senate, was rejected, the treaty contains a protocol which mentions COSAC for the first time.
