Anything that significantly reduces efficiency in an economy, company, or other organization. For example, if a company hires more employees than it needs so that there is not enough work for them all to do, then the extra employees are deadwood because they cost without adding value. Some social projects may encourage deadwood: for example, a government may deliberately hire too many postal workers to keep down unemployment figures even though the extra personnel may actually reduce the efficiency of the post office.
