Cut, Cap and Balance Act
Proposed legislation in the United States that would have made a debt limit increase contingent on significant spending cuts, a reduction in the size of the federal government to no greater than 18% of GDP, passage of a Balanced Budget Amendment to the U.S. Constitution by the House and Senate, and the rejection of all future tax increases without a two-thirds vote in both houses. The Cut, Cap and Balance Act passed the House of Representatives in 2011, but did not pass the Senate.
