National Accord for Raising Productivity and Quality

Also called ANEPC. A policy in Mexico whereby companies and unions voluntarily agreed to work toward higher productivity by employees. Companies agreed to provide more and better training for employees and to raise wages in exchange for higher productivity. Unions, on the other hand, agreed to make concessions on work rules to make increased productivity possible. ANEPC was introduced by President Carlos Salinas in 1992.

The exercise was organized by the National Authority for Emergency and Civil Protection (ANEPC) in collaboration with the Directorate General of the Maritime Authority and has a cost of 1.3 million euros being financed by the European Union at 80%.
