A rule used in federal condemnation cases.When the government takes only part of a piece of property,it values the entire parcel before the taking and then it separately appraises the portion remaining after condemnation.The difference in the two numbers is the amount of the award to the property owner.Contrast with the method used by many states,which value the property taken,add any severance damage caused to the remaining property,and subtract any special benefits gained by the remaining property as a result of the condemnation. In an ideal world,both approaches would result in the same number.
