Persons in the work force with no special job training or education. For example, unskilled workers may wash dishes or mop floors. Many companies require unskilled workers to operate; however, they generally are low-paid employees.

Under the amended rules, foreign clerical, secretarial and unskilled workers will not be given work visas in India, where economists say unemployment and under-employment is rampant.
