SUR ISO 4217 code for the Soviet ruble. It was introduced following the Russian Revolution. Originally subject to high inflation, it was pegged to gold in the mid-1920s and years later to the British pound. It was an inconvertible currency and it could only be used to purchase certain goods and services (notably food) because the Soviet government controlled most other aspects of the economy.
