Local government permission to use property in a certain manner allowed under applicable zoning regulations,but only after a case-by-case analysis of the intended use and the issuance of the special-use permit. For example, a group home intended for two, three, or four adults who are developmentally challenged might be a permitted use in an R-1 residentially zoned area,but the regulations might require a special-use permit.This allows authorities to assure themselves regarding the existence of safeguards and assistance for the residents and to limit densities of such facilities so that one area or another does not tend to a high concentration of group homes.
