For the past decade, Sleeper notes, Imperial has focused on measuring product demand and has based its inventory management system on forecasting.
The result of this, Sleeper notes, was the odd coupling in 1982 of black Democrats and white Republicans that rewrote the Voting Rights Act to mandate the drawing of more minority districts--and in the process to secure more reliably Republican districts.
But Sleeper is white, and he gives the argument a moral edge that blacks don't usually appreciate hearing from whites: "Some [blacks] have stopped following Martin Luther King's admonition to 'burn the midnight oil' in order to compete with their white counterparts, demanding instead a formulaic inclusion," Sleeper notes as part of his attack on affirmative action.
