residual unemployment

the UNEMPLOYMENT of certain members of society who cannot locate economically viable employment even in times of full employment. The costs of employing a severely handicapped person, for example, may far outweigh the productivity obtained. Residual unemployment may be reduced in terms of numbers by government subsidies to offset a firm's costs of employment but such unemployment is not easily removed.
