Disabled Person A person with less mental or physical ability than the average person. For example, a disabled person may use a wheelchair or may be blind or deaf. Mentally disabled persons often (but do not always) have lower earning potential than the average person, but this is not by any means the case for the physically disabled. Laws exist in many jurisdictions to protect the rights of disabled persons. See also: Americans with Disabilities Act, Handicapped Person. Want to thank TFD for its existence?
