Amend

To change by some formal process. For example, one may amend a charter to change how a company operates. Likewise, one may amend a tax return to make it more accurate.

Thus Article V's relatively onerous procedures for constitutional amendment have been said to produce a veil effect because amenders have to abide by the amendment in remote future circumstances that they are unable to predict at the time of amendment.
