Administrative Services Only

A plan a large employer buys from an insurance company whereby the employer assumes all risk for its employees' insurance. That is, the employer, rather than the insurance company, pays all benefits on the policy. The insurance company provides only assistance on matters such as preparation of manuals, communication with policyholders, and other, mundane services.
