Colgate is among the institutions that are making progress on
deferred maintenance. "We're being very strategic about it," says Hutzley, whose school was named "America's most beautiful college campus" in 2014 by The Princeton Review--in part because of its historic stone buildings.
Though these sources of funding do not yet reduce the huge maintenance backlog to a level that keeps emergency response manageable, the predictable
deferred maintenance money over the past three years has made a difference and offers hope for achieving the university's sustainment funding plan.
A study of EBCx projects is incomplete if it does not include the costs of all three of these areas: 1) operational commissioning, 2) modifications and retrofits, and 3)
deferred maintenance. When presenting the costs of EBCx projects, the costs of site investigations including operational commissioning, energy efficiency measures, and correction of all
deferred maintenance items should be included.
"We put a lot of money every year into
deferred maintenance as well as renovations," Reed says.
If budget planning does not allocate adequate funding, or the budget is cut midyear, an increase in
deferred maintenance is inevitable.
