Boulter aggravated her back problem during Britain's Fed Cup victory over Kazakhstan last month where she won the deciding point after two dramatic victories from Konta over Yulia Putintseva and Zarina Diyas.
By pulling out on site only two days before the tournament,
Boulter was able to collect half the prize money she would have earned for a first-round defeat, approximately PS20,000.
Despite still using a hot water bottle during changes of ends for an injury to her right hip and lower back,
Boulter battled back to beat Zarina Diyas 6-7 (1-7) 6-4 6-1.
It was Konta's 11th singles success in a row in the competition and meant victory for
Boulter against Zarina Diyas would seal the deal.
The play-off was tied at 1-1 overnight at London's Copper Box after
Boulter was unable to take three match points in a defeat to Kazakh number one Yulia Putintseva on Saturday.
Boulter lost to Kazakh No.1 Yulia Putintseva in the second rubber, despite having three match points.
After Johanna Konta recovered from a dreadful start to defeat Kazakhstan number two Zarina Diyas 4-6 6-3 6-2,
Boulter led 4-0 in the deciding set and held three match points against Yulia Putintseva but lost 3-6 6-2 7-6 (6) to leave the match tied at 1-1 going into the final day.
Boulter is ranked 48 places lower than Putintseva but played well to power her way to the first set before appearing to suffer an injury at the start of the second.
