Blanket Appropriation

In accounting, an appropriation to a department or project that does not specify the things on which that department or project can spend money. That is, the blanket appropriation gives the heads of departments the authority to spend the blanket appropriation as they see fit. Blanket appropriations are most common in government budgeting.
