Beirut Agreement
An international treaty that promotes the exchange of ideas between countries. The Beirut Agreement provides for exemptions from
tariffs for films and other works of education, science or culture. Because these works must be certified in their countries of origin as having educational or other value, critics contend the Beirut Agreement has had the opposite effect of its intent.
