Ways and Means Advances A system whereby the Reserve Bank of India (the country's central bank) extends loans to the central and state governments to offset temporary cash flow problems they may have. Ways and means advances may be issued without collateral (normal WMAs) or they may be guaranteed by Indian government bonds (special WMAs). Ways and means advances come due three months after issue.
