The RNLI's Stephen Wynne said a marine VHF radio saved them.
The vessel was ill equipped with flares that did not work, one life-jacket between the two occupants, no VHF radio and no CG66 registration which would have helped in search and rescue operations.
When he was found, coastguards gave him safety advice including letting someone know what his plans were and to carry a handheld marine VHF radio.
