Scale-enhancing Describes a project that is in the same risk class as the whole firm. That is, the project allows the firm to grow larger in the context of their current business rather than diversify into new businesses. Scale-Enhancing Describing a new project that carries the same amount and type of risk as other projects a company is currently running. A scale-enhancing project does not diversify the company's risk in any way. However, it may be beneficial, as the project is likely within the company's core competence.
