Qualified Discount Rate The lowest possible rate a credit card company may assess on a merchant per transaction. It is calculated as a percentage of the value of the transaction. For example, if there is a 1% qualified discount rate and one charges $100 on a transaction, the credit card company assesses $1 on the merchant.
