Qai-Qabaalah

In Islamic law, a form of tax farming in which the tax farmer pays a lump sum to the state. In exchange, he receives the right to collect all actual taxes from a given area. The tax farmer earns his living by retaining all taxes collected from subjects over the amount he pays to the state.
