National Security Council A general term for a statutory or ad hoc committee in a country that forms policy and/or advises the chief executive on matters related to national security and foreign relations. National security councils vary by country, but ordinarily they consist of high ranking officials. In the United States, for example, the National Security Council includes the president, the vice president, the secretaries of State and Defense, and the national security advisor.
