general contractor One who is responsible for construction of a building or other improvement for an owner or a developer. Most states have educational, experience, and insurance requirements as a condition of obtaining a general contractor's license. They also prohibit unlicensed persons from constructing improvements for another unless the project is under a certain specified size.
