Low ball
Slang for making an offer well below the fair value of an asset in hopes that the seller may be desperate to sell.

Low Ball
Informal; an offer to sell one or more assets at a price well below the fair market value. Sellers usually make low ball offers when they are cash poor and need to divest assets quickly in order to raise capital. The term has a slight connotation of desperation.
