The county's highly leveraged portfolio of investments, made up of derivatives and reverse repurchase agreements instead of less glamorous but perhaps more prudent investments, left the county bankrupt and unable to meet its budget on December 6, 1994.
Additional bondholder protection is provided by a tested state aid intercept mechanism and the state's ability to move troubled loans from the pledged leveraged portfolio to other loan pools within its environmental improvement fund, which also includes the separate, federally capitalized clean water and drinking water state revolving funds (SRFs), and a loan fund for contaminated land remediation.
