Interagency Group on Countertrade A committee in the United States that negotiates with other countries on countertrade, which is the exchange of goods and services for other goods and services. This is especially important in trade with cash-poor countries. The Group was established in 1988 by executive order; it consists of the Secretaries of Agriculture, Defense, Energy, Labor, State and Treasury, as well as the U.S. Trade Representative and the Directors of FEMA, OMB and USAID.
