High Risk Pools for the Medically Uninsurable
A government-sponsored pool of liquidity for persons who, because of a severe illness or a pre-existing condition, cannot purchase health insurance. In the pool, one pays a premium (which is comparatively high due to the level of risk); the pool pays for medical expenses for policyholders up to a certain point and in most respects operates as a regular insurer. The main difference is the lack of need for profit, which enables the government to provide the insurance in the first place.
