Former finance ministers Laurent Fabius, Francis Mer and Thierry Breton invoked state secrecy laws to oppose the release of the documents sought by investigators.
When French Finance Minister Francis Mer visited Argentina in July to lobby on behalf of Electricite de France, Vivendi, France Telecom and other French mnltinationals, he was warned by Planning Minister and close Kirchner aide Julio De Vido to stay away if all he came to talk about was a rate hike.
Aware of the need to balance corporate governance arrangements so as not to discourage valid business risks, Francis Mer, the French finance minister, said that the European approach to corporate governance "has strength that's lacking in the US".
