Eurodollar obligations Certificates of deposit issued in U.S. dollars by foreign banks and foreign branches of U.S. banks. Eurodollar Obligations Bonds or, more commonly, certificates of deposit issued in U.S. dollars but outside the jurisdiction of the Federal Reserve. Most of the time, a eurodollar obligation is held by a non-American bank or a foreign branch of an American bank.
