Direct Loan Program Fixed-rate loans offered by the Ex-Im Bank directly to the foreign buyer to purchase US capital equipment and services. Direct Loan Program A division of the ExIm Bank that makes loans to foreign companies with the requirement that they use the proceeds to buy American exports.
