Releasing the first Budget Manual of Union Government here, Mukherjee said:" The Budget process of our country predates the Independence and has evolved over the past six decades to reflect the strength of our democratic processes in shaping our economy.
It published several documents during that period to enhance the budgetary process in local government, including Municipal Budget Procedure and Budgetary Accounting in 1942, Performance Budgeting and Unit Cost Accounting in 1954, Operating Budget Manual in 1963, and Local Government Budgeting Practices in 1966.
The typical budget manual includes forms, instructions and deadlines, often requiring operating departments to provide much information that is not central to the accomplishments of strategic goals.
