Bait and Switch Pricing
A practice in which a retailer advertises exceptionally low prices for its products to attract customers and, later, when the customer asks, claims the products are out of stock or unavailable for some other reason. This forces the customer either to leave or to pay higher prices. Because this is considered an unfair business practice, bait and switch pricing is illegal. The advertisements promoting these artificially low prices are called bait ads.

It is often easy to spot a consumer protection issue with standard businesses, such as: bait and switch advertising, failure to disclose defects, price-fixing, faulty warranty claims and un-bargained for return/refund policies.
The PUC should set the boundaries within which the industry can compete, and ripping off consumers through bait and switch advertising, hidden charges, and excessive early termination fees that stifle consumer choice must be out of bounds.
