All Savers Certificate A type of certificate of deposit issued in the United States in 1981 and 1982. An all savers certificate required a minimum deposit of $500 and provided tax free interest for the depositor up to $1,000 (or $2,000 for a married couple filing jointly). All savers certificates were issued primarily by savings and loan associations seeking to build funds to provide mortgage loans.
