No doubt one thing that helped was an expected commitment by APEC countries to make concessions in order to help revive the trade negotiations.
The origins of Japan's new attitude toward a regional multilateral option can be traced back to the time when long-awaited regional institution-building projects finally started to take off in Asia, with the creation of APEC in 1989 and then the ARF in 1994.
One thing that speech does not capture is the work we have done to strengthen APEC as an institution and encourage implementation of APEC commitments and initiatives.
